Episode 3 – Follow the money! Track where the money goes!

Is it normal and legal to receive funding from the Government through the Ministry of European Funds and, at the same time, to block projects and investments classified by law as being of public utility and national interest? What hidden interests lie behind these campaigns? These questions were asked by the very director of the APM Hunedoara, in 2015, immediately after the actions to block the projects at Râul Alb began (video 3.1).

According to European policies, the Romanian Government allocated, through the Ministry of European Funds, considerable sums for projects generating renewable energy. On the other hand, from the same budgetary sources, equally important funding was provided to environmental NGOs with the aim of promoting the new environmental policies established within the European space. This is how certain environmental NGOs came to handle enormous amounts of public money, yet most of the time the activists act in bad faith and only where they have an interest other than environmental protection.

The figures speak for themselves, but the “coincidences” do not stop here. The lie endlessly circulated in the public sphere by the propaganda of the “system,” which tells us that these NGOs are supposedly funded by the planet’s billionaires, is contradicted by reality. The funding of these non-governmental associations was carried out year after year from public funds generically called “grants.” As proof are the revenue records of the NGOs Agent Green and Efectul Fluture, published on the website of the Ministry of Finance, which show that, in 2015, they were funded through the Ministry of European Funds, from the Norwegian EEA Grants fund, section RO09. On the other hand, Dejeu Călin was employed at the Ministry of European Funds, but also a founding member of Efectul Fluture, an NGO funded at that time by the same Ministry of European Funds. In other words, Dejeu was at both ends of the funding: both on the payroll of the one who pays and in the pay of the one who collects the money, which in legal terms points to a possible conflict of interest. The wealth declarations of Dejeu Călin show that, in 2015, he put into the bank all the income he had obtained, without spending a penny. Normally, the value of the deposits cannot equal the income earned and declared, because over the course of a financial year there should also have been current expenses, utility bills, food, etc. From this it follows that Dejeu also had income that may come from the actions carried out under the cover of the NGO Declic, formerly Efectul Fluture (doc.3).

The Select World of Energy Producers

Starting in 2010, an important part of the public funds was allocated for financing projects generating renewable energy, and therefore also for building new units in the hydropower field. So far, everything is fine. Further on, however, the subjectivism of certain decision-makers in Romania intervened, “directing” part of the funds toward interest groups and the “political clientele.” A typically Romanian case of wheeling and dealing is the project for the “Hydropower Development of Râul Mic, in the town of Cugir, Alba County.” Contrary to procedures, the funding application for building the two MHPs was approved long after they had already been built. The applicant is a company from Cluj, but some of the associates were hidden through another company registered in Cyprus. This is just to give you an idea of the way public money is spun in our country through hidden circuits. Also involved in this scandalous story was Space Group from Cluj Napoca, a company in which Toth Szilard Kristian, a former schoolmate of the “activist” Călin Dejeu, is an associate. The press covered the case, but the #Cluj agents of influence did not protest that Râul Mic and Râul Bărișor are “rigged,” nor were they outraged that public funds are given “by dedication.” In March 2015, Dejeu’s colleague came to me accompanied by his associate from the Space Group company, a certain Feur Tudor Simion, with the proposal that I sell them the MHP project at Râul Alb. I refused them, and immediately afterward the activists in Dejeu’s gang intensified the lynching against us. So, the MHPs built under dubious conditions with public money were of no interest to the #Cluj protesters, but our investment at Râul Alb was torpedoed by their protests, even though it was in full legality and was to be carried out from our own resources, with money borrowed from the bank. In fact, the world of hydropower producers in our country is an extremely exclusive club that only the system’s protégés can enter.

#Activism in Our Country, a Mega Clientelist-Type Business

I showed in the previous episodes that certain “environmental” NGOs carried out an aggressive disinformation campaign, using websites such as romaniacurata.ro and de-clik.ro. Behind these media-lynching actions are people such as: Goţiu Mihai, Dejeu Călin, Păun Gabriel, Brădăţan Roxana Pencea, and Dejeu Luminiţa, activists of the #REZIST group, substantially funded through NGOs such as Efectul Fluture, Agent Green, Coaliţia Natură 2000, the Society for Non-formal and Social Education (SENS), and the Romanian Academic Society. Likewise, the documents show that Dejeu Călin, Brădăţan Roxana Pencea, Brădăţan Tudor, and Dejeu Lu

The business opportunities in Romania have been confiscated by interest groups that monopolize resources. Any investor not approved by the system becomes an “intruder” who must be removed, and his compromise is often carried out with “activists” hired to execute the TARGET. Otherwise there is no explaining the selective mode of operation of the “protesters.” How is it that they were not outraged by the “scams” committed at the MHPs in Cugir (with public money, not private!) and Baru Mare? We are told by the former USR senator Mihai Goţiu, who admits that the “protests” were a launching pad for propelling himself into politics and for occupying important positions in the Romanian Senate.

Epilogue

Behind the so-called environmentalist maneuvers lie interests and money. More specifically, the funding comes for the most part from “grants” and dubious sponsorships. Everyone sees that the funding of certain NGOs is not done transparently. In order to obscure the origin of the money, all sorts of “shuttle”-type methods are used. The donations are an insignificant proportion, but when it comes to the large sums coming from sponsorships, I do not think there is anyone who believes that the money comes without a specific purpose. These suspicious fundings most likely come from dirty money also extracted from public funds or from “deals” with the state, since the sponsor hides.
