The story of the Attack at Râul Alb is a concrete testimony of how the mafia-like system operates in Romania. It is a story about people you might meet on the street, but who, at a given moment, choose to obey orders – out of self-interest, out of obedience, or out of cowardice. Each one, from his own position, contributes a small abuse, almost imperceptible, until the sum of them all completely distorts reality. The case once again stirred up waves of indignation and outrage on the program Sinteza Zilei with Mihai Gâdea, on 29 March 2023, on Antena 3. “Such situations, of the kind where certain investments are blocked, are in fact an attack on national security. Here, the justice system that should follow this thread and see how many of these are attacks on national security simply does not work,” said Răzvan Dumitrescu (video 1.1)
In the Romanian Waters Law no. 107/1996, art. 29 (1), it is stated beyond any doubt that: “The works for the development of river basins or other hydrotechnical works promoted by the National Administration Romanian Waters are of public utility and national interest”. In my case, the “target” was of an economic nature: the takeover, by any means, of the energy potential of Râul Alb. The people of the system acted to remove us using all the instruments of a lynching, and as a modus operandi, murder was not ruled out. On 24 May 2015, a group of “activists” invaded my property and one of them deliberately drove an off-road vehicle over me, then fled the scene. I was lying in agony between life and death when the Prime Minister of Romania, Victor Ponta, intervened in defense of my torturers through a press release that had the effect of a “DAILY ORDER TO THE UNIT”. I was portrayed as a “collateral victim” and as an accomplice in the attempted murder committed against me. In parallel with the fabrication of evidence in the murder investigation, the DNA (National Anticorruption Directorate) stepped onto the stage with several heavily publicized searches, true masquerades with masked officers. The proven purpose of the Anticorruption raids was to destroy us morally as well(art.1). The protection of the true culprits continued for eight years through certain politicians, civil servants, police officers, prosecutors, and judges. Not for a single moment in all those years did I give up my conviction that I would prevail, even though, following the attempted murder with particularly serious consequences, I remained paralyzed from the neck down and was caught in an unequal fight with the structures of a “mafia state.”
A Textbook Lynching
The attack was committed against the backdrop of several actions carried out through agents of influence flying an ecological flag, who – beginning in the summer of 2014 – systematically denigrated, provoked, and harassed us with the aim of blocking the investments I had begun at the two micro-hydropower plants on Râul Alb, Hunedoara County. The lynching was (and is) organized under the cover of environmental NGOs in order to create the false impression that they are defending the interest of civil society. The actions of the fake environmentalists were obviously unfounded, given that the investments produce no negative impact on the environment. This fact is confirmed by all the approvals of the competent institutions at the time (2014) and reconfirmed in 2019 by the Ministry of the Environment, which approved the new General Urban Plan (PUG) of the Sălaşu de Sus commune, where it is clearly shown that our projects are included in the sustainable development area of the locality. Despite all this, the “eco” agents continue to oppose, by all means, only our works, while similar constructions can be carried out by anyone else in the area. The attack at Râul Alb was organized according to the model specific to those years, when interest groups acted “in cascade” to remove political and economic adversaries. In order to achieve their goals and to cover up the deeds that led to the attempted murder, members of this group acted by the book1 (doc.1): They torpedoed state institutions with false complaints to stop our investments; They subjected us to a media assault of denigration in the publications they control and on social networks; They came repeatedly to the construction site and along the route of the investments, where they provoked us to violence; They filmed their raids with the obvious purpose of defaming us; They harassed us in order to make us give up the project. After the attempted murder, the investigative bodies stepped in to clean up after the agents of influence, with disinformation, fabrication of evidence, and the delaying of the criminal investigation.
Six Years of Delays at the Prosecutor’s Office
In 2015, the year I was the target2 of the attempted murder, hundreds of illegalities were being committed in criminal cases. The administration of evidence was carried out largely on the basis of illegal Protocols. Between the SRI (Romanian Intelligence Service), the General Prosecutor’s Office, and these environmental NGOs, several secret, dubious protocols were concluded, through which the fake environmentalists were guaranteed a certain protection. This explains the haste with which the attempted murder case was moved to the General Prosecutor’s Office, even though, normally, the crime fell under the jurisdiction of the Hunedoara Tribunal.
The prosecutors of the General Prosecutor’s Office delayed for over six years the indictment of the defendant Andrioni Alin Constantin, although a swift investigation of the facts was warranted, given that we are talking about a deed committed with violence and with serious consequences. The criminal investigation was conducted “IN REM,” that is, regarding the deed, even though the perpetrator had been known from the moment the attempted murder was committed. Any Romanian understands that they were waiting for me to die in order to close the case with “The dead man is to blame.” Protecting the criminal became a priority solely because I “stubbornly” refused to die and to expose the cover-up of the crime. Only after three and a half years, on 14 November 2018, as a result of the challenges I filed with the judge of rights and liberties, the case prosecutor issued the order initiating criminal proceedings against Andrioni Alin, for committing the attempted crime of murder. This belated provision was “softened” with leniency toward the criminal. The prosecutors granted him mitigating circumstances, in the sense that he had allegedly committed the deed “by exceeding the limits of legitimate self-defense,” although it is obvious that the deed was committed intentionally and “in cold blood,” as one of the case prosecutors put it. Up to the final court, the magistrates sought to minimize the criminal act and to assign me part of the blame. The trial prosecutors were the defendant’s most effective lawyers, and the first-instance judge at the Hunedoara Tribunal sentenced him to work 60 days at the library on account of a crime against life.
I began to write this story with the thought that you will understand concretely, with evidence, how the “system” works. When one of the most well-informed people in Romania speaks of the “mafia state” without presenting evidence, he in fact hides the true culprits in plain sight, suggesting the idea that the entire state apparatus is corrupt, incompetent, or subservient. In reality, not all are like that. Usually, in public debates, the “system” is defined as an occult, abstract, and impersonal organization. Very convenient. In this way, the people are offered a “something” on which to vent their anger, while the interest groups that have hijacked Romania remain under the protection of anonymity. In reality, the “system” operates with concrete people – the puppets at the head of institutions who respond to orders, and the agents of influence hired to carry out the objectives.
In my case, it took eight years for the file to reach the Alba Iulia Court of Appeal, where the judges restored the truth in the final instance. The perpetrator of the attack at Râul Alb was sentenced to six years of imprisonment to be served for attempted murder with particularly serious consequences. The sentence was handed down two months before the statute of limitations would have set in, but the criminal is now wanted under a general search warrant. The evidence fabricated to throw the blame on me failed the final test. The gangs built on dirty dealings are not unbeatable.
In the following materials you will see that the actions of the “eco” activists were continued and supported by lackeys paid from public money – politicians, civil servants, police officers, prosecutors, and obedient judges. This time, the victim was me. But on another day, sometime, it could be you – reader! – or someone dear to you, for whom you would be willing to make any sacrifice. By then it will be too late to rise up against the “small abuses” that you passed by with indifference. By then you will probably understand that the success of the oppressive system counted on your silence.
